A woman's body, naked and bound, is found dumped in an alley in the city's red light district. She had been garrotted.

Tracing the few leads they have, Packer and his team discover she was living under a false identity, part of the transient population that inhabits the city's hidden underground.

Under pressure to get a quick result, Packer's team begins to close in on the obvious suspect.
