The Enduring Struggle: Living Black While Wearing Blue is the deeply personal memoir of Michael D. Carroll, a Black law-enforcement executive whose life and career have been shaped by perseverance, service, leadership, and the ongoing struggle for dignity and equality in America.

Raised in San Francisco's Lakeview and Ingleside neighborhoods, Carroll reflects on the experiences that shaped his identity and prepared him for a profession in which race, authority, and public perception frequently collide. From the challenges he faced as a young Black man and college student to his more than three decades in law enforcement, he provides an honest account of what it means to live between two worlds: being viewed with suspicion because he is Black and being judged because he wears a police uniform.

Carroll takes readers inside his career with the Alameda County Sheriff's Office, where he served for 25 years in assignments ranging from street crimes and robbery investigations to detention operations, emergency communications, and command leadership. He also chronicles his journey to becoming Chief of Police at San José State University, where he introduced Community Capital Policing, a public-safety model built on the belief that trust, relationships, and partnerships are essential to creating safer communities.

Throughout the book, Carroll confronts racism, discrimination, professional setbacks, community distrust, controversial police practices, and the emotional burden carried by Black officers. He discusses the difficult balance of supporting the law-enforcement profession while also acknowledging the pain caused by police misconduct, racial profiling, excessive force, and unequal treatment. His story reveals that wearing a badge does not shield a Black officer from prejudice, nor does being Black prevent others from questioning his commitment to public safety.

The memoir also explores Carroll's leadership philosophy, his commitment to mentoring others, and his efforts to bring law enforcement and communities of color together through initiatives such as the Barbershop Forum, cultural-humility education, faith-based outreach, and meaningful community engagement. His travels throughout Africa, Asia, the Middle East, and other parts of the world further broaden his understanding of identity, culture, history, and the shared human desire for dignity and belonging.

The Enduring Struggle is more than a law-enforcement memoir. It is a story about family, faith, resilience, sacrifice, and the courage to lead through adversity. By sharing both his accomplishments and his most painful experiences, Carroll invites readers to examine the complicated relationship between race and policing while challenging law-enforcement professionals and community members to listen, learn, and work together.

Ultimately, this book offers a message of accountability and hope. It demonstrates that meaningful change is possible when leaders are willing to confront uncomfortable truths, build authentic relationships, and remain committed to justice, even when doing so requires them to stand between two worlds.
