This book examines how women's pathways into political power at the municipal level illuminate the institutional health of local democracy in post-apartheid South Africa. It argues that gender mainstreaming should be understood not as a symbolic policy commitment, but as a substantive governance process that shapes representation, participation, accountability, and service delivery outcomes. Methodologically, it draws on secondary quantitative data (including Statistics South Africa household surveys and municipal governance datasets), documentary analysis of municipal policies and governance reports, and comparative case analysis of contrasting metropolitan municipalities to understand the lived experience of core service delivery, including water, sanitation, electricity, and waste management. In the context of South Africa, it shows that despite progressive constitutional and policy frameworks, gender mainstreaming remains unevenly institutionalised at the local level, with persistent gendered consequences for democratic participation and everyday life.
